Abstract

Other than Academician, non-academic staff are the main assets in education sector. The quality of education is primarily determined by the academician expertise, skills, abilities and competences with supported by motivation of non-academic staff. Poor quality of the non-academic staff often leads to the poor management and procurement aspect. It is very important to enhance the education system in local higher education standards to an international education standard. To ensure the quality of service given by non-academic staff, the recognition and reward system should be a transparent and fair decision to employees. Non-academic promotional system varies according to the nature of the work and designation within an organization. In Universiti Kuala Lumpur (UniKL); performance within three years, service period, Dean/ Director or General Manager’s recommendation, Harrison Profiling Test score and contribution to university are the main criteria being considered in appraising staff. The purpose of this study is to improve the method of non-academic staff promotional system by using the Analytic Hierarchy Process (AHP). The finding shows that the new method is more systematic and reliable in selecting candidates to be rewarded. This method employs both quantitative and qualitative multi-criteria decision-making approaches. The right candidates will be based on the global priority index. The reliability level of priorities index obtained in this study is less than 0.1 of the inconsistency ratio (CR).
